The COSTARS program was established as a means for Pennsylvania government agencies and local vendors to do business with each other. Suppliers all over the state are able to offer their products and, at times, services to government institutions of all levels, from elementary schools to county departments. Through this vertical of open competition, any COSTARS supplier has the opportunity to do business with any COSTARS member and vice versa. State government agencies that become members gain a variety of benefits through the program and typically receive discounts from their COSTARS suppliers.
